Oracle database administrator(DBA) is the person/group who is/are responsible for the maintenance, security, design, implementation, and backup of database, in short.

Otherwise you can learn from Oracle Partners which is available worldwide like Oracle University, Oracle Workforce Development Program, etc. For Certification there are many different levels.

1) SQL Fundamentals:

It's mandatory for writing OCA and OCP.

2) Oracle Certified Associate(OCA):

This level of certification contains a huge scope of database in the basic levels only. Oracle Corporation's main aim behind this certification is one who is OCA certified should be able to work under the supervision of seniors. It's mandatory for writing OCP.

3) Oracle Certified Professional(OCP):

This level of certification deals with a little dept of database knowledge. Oracle aims those who are OCP certified should be able to work without the supervision of seniors.

4) Oracle Certified Expert(OCE):

It means having expertize in some particular tools of database like Grid, OEM, and RAC. It helps OCA and OCP.

It's only for added knowledge.

5) Oracle Certifeid Master(OCM):

This is the ultimate level of Oracle Certification. Those who are OCM certified will live a good life in this competitive world of technology. This is extremely qualified level, and will be able to solve complex queries and problems in any complex database environment. For pursuing OCM at least 5-6yrs of experience is mandatory otherwise won't be very much qualified.
